The Boston Region Metropolitan Planning Organization’s (MPO) Unified Planning Work Program (UPWP) Committee agreed to the following:

There were none.
A motion to approve the summary of the June 8, 2023, meeting was made by the Three Rivers Interlocal Council (Tom O’Rourke) and seconded by the At-Large City of Newton (David Koses). The motion carried.
A motion to approve the summary of the June 13, 2023, meeting was made by the MBTA Advisory Board (Amira Patterson) and seconded by the Three Rivers Interlocal Council (T. O’Rourke). The motion carried.
S. Murthy presented the six public comments received during the 21-day public comment period for the FFY 2024 UPWP, which included discussions on the MPO’s work on climate resilience and mitigation and expanding electric vehicle charging infrastructure, as well as comment letters from the Regional Transportation Advisory Council, the MBTA, and MassDOT.
S. Murthy also walked the committee through the edits made to the document itself, consisting of minor editorial changes and the addition of the Safe Streets and Roads for All grant to Appendix A.
Lenard Diggins (Regional Transportation Advisory Council) directed staff towards a formatting error in Table 3-1 of the FFY 2024 UPWP. L. Diggins also asked how the budget for the Advisory Council is presented in FFY 2024. S. Murthy replied that funding for the Advisory Council will now be a part of the Public Engagement Program, and therefore will not be represented separately.
L. Diggins further expressed that he was looking forward to the Advisory Council working with the MPO and staff more closely.
A motion to approve the FFY 2024 UPWP and recommend the MPO board’s endorsement was made by the Inner Core Committee (Tom Bent) and seconded by the Advisory Council (L. Diggins). The motion carried.
There were none.
The next meeting will be held on July 27, 2023, to discuss Amendment Two to the FFY 2023 UPWP.
A motion to adjourn was made by the Three Rivers Interlocal Council (T. O’Rourke) and seconded by the MBTA Advisory Board (A. Pattersson).The motion carried.

The Boston Region Metropolitan Planning Organization (MPO) operates its programs, services, and activities in compliance with federal nondiscrimination laws including Title VI of the Civil Rights Act of 1964 (Title VI), the Civil Rights Restoration Act of 1987, and related statutes and regulations. Title VI prohibits discrimination in federally assisted programs and requires that no person in the United States of America shall, on the grounds of race, color, or national origin (including limited English proficiency), be excluded from participation in, denied the benefits of, or be otherwise subjected to discrimination under any program or activity that receives federal assistance. Related federal nondiscrimination laws administered by the Federal Highway Administration, Federal Transit Administration, or both, prohibit discrimination on the basis of age, sex, and disability. The Boston Region MPO considers these protected populations in its Title VI Programs, consistent with federal interpretation and administration. In addition, the Boston Region MPO provides meaningful access to its programs, services, and activities to individuals with limited English proficiency, in compliance with U.S. Department of Transportation policy and guidance on federal Executive Order 13166. The Boston Region MPO also complies with the Massachusetts Public Accommodation Law, M.G.L. c 272 sections 92a, 98, 98a, which prohibits making any distinction, discrimination, or restriction in admission to, or treatment in a place of public accommodation based on race, color, religious creed, national origin, sex, sexual orientation, disability, or ancestry. Likewise, the Boston Region MPO complies with the Governor's Executive Order 526, section 4, which requires that all programs, activities, and services provided, performed, licensed, chartered, funded, regulated, or contracted for by the state shall be conducted without unlawful discrimination based on race, color, age, gender, ethnicity, sexual orientation, gender identity or expression, religion, creed, ancestry, national origin, disability, veteran's status (including Vietnam-era veterans), or background.
