General Definition of a Resolution
1.1
A resolution is a
written motion adopted by a deliberative body. The substance of
the resolution can be anything that can normally be proposed as a motion. For highly
important or complex motions, though, it is often beneficial to have them in
writing to facilitate discussion or so that the resolution is more easily
distributed outside the body after its adoption. An alternate term for a
resolution is a resolve.
1.2
Resolutions are board-initiated written policy
statements or directives to take a specific action. Resolutions made by the MPO
are non-binding do not become laws.

Region MPO are non-binding resolutions used to express the MPO's approval or
disapproval of something that the body cannot otherwise vote on, due to
the matter being handled by another jurisdiction, such as the
